I want to develop a web site with a series of downloadable PDF documents, with the list of PDFs growing by time. Right now its small, like 20 documents but more and more documents will be added. The web site contains pages showing the thumbnail and description of the documents, and links for user to download. Do I need content management system for this so I can just keep adding documents/contents in the future without messing with the website?

I need something I can learn quickly, and simple to use.

I want to use my own design/template.

Anyone have experience with Joomla? is that a good one? WordPress? Or does building SQL database from the ground worthed?

Joomla would certainly work, but it’s harder to learn then some. If you want something easy, go with CMS Made Simple -it really is simple. It’s a lot easier to work with for design also.

I wouldn’t deal with building the database from the ground up, it’s a lot of work and it doesn’t sound like you have anything any where near complicated enough to warrant that.

The pre-built CMS systems available are a great tool, I would always recommend using them.
