What’s the best way for me to build a web site where users can submit / search/ browse other user reviews?

Is this easy? I am not a programmer. Do I use PHP/ MySQL? Ruby on Rails? What about Joomla or something like that? Is a site with submitted user reviews called a "CMS"? Is there a template or simple program where most of the programming is done for me? Should I just pay a pro to do this for me? How much might it cost? Thanks in advance!!

2009 Jul 20 1You don’t need to know anything for creating a website with "search", "sumbit" and etc. Go to like web.com and create a account there. They offer tones of templates and easy site builder then you can start to create website. All you have to do just pay monthly fee.

2009 Jul 20 2If you’re not a programmer, then pray there’s a pre-built package that does what you’re asking. Otherwise, you’ll have to hire someone.

2009 Jul 20 3Check with you host to see if they offer such a script. The host that I use offers these scripts for free and you do not need to know how to program..
