Can i use a template that is not a Joomla Template then design my whole website in expression web, convert the whole website into joomla and then upload the whole thing.

No you can’t do that. joomla is it’s own CMS framework. you can create a ‘template’ of how you want your site to look and be layed out with the Joomla modules but that’s about it.

    I think it’s hard to answer
    yes and no
    You’d better use a joomla template, edit with dreamweaver
    edit index.php, and css files, so you can custom it as you like

    For exercise, use XAMPP, try for localhost, after you love entire content upload it.
