If it is and you know some HTML you can go into the template are and modify the CSS and HTML. It *uses* one or more templates in order to display content stored in a database to users, but it is not designed to customize them. That being said, some Joomla templates can be "tweaked" via parameters that can be tuned from the Joomla administrative backend.
